Nguyen said downtown Fremont has very little housing and most of what is there is apartments such as Summerhill Homes’ 300-unit Paragon project that was built in 2013. The 6.7-acre site, on the west side of the BART tracks that lead into the Warm Springs station, would accommodate 212 apartments and 64 townhomes, according to city planning records.
